“Manitoba could be the first province to see a low-income affordability program created to help poor people pay their electricity bills — if the province’s public regulator agrees with a U.S. expert. Winnipeg Free Press

It should be up to the provincial government to ensure that people on social assistance can afford to pay for hydro supply.  Instead of creating a special tariff for low income people, perhaps Manitoba Hydro and the Government could look at introducing pre-paid meters so people have more control over their consumption.
