Roland Renner has contributed a paper exploring policy issues related to usage based billing and the future of the competitive landscape in the broadband business.  The news release can be found here.

I have one comment on the paper.  When reading it, one should keep in mind that the market power enjoyed by incumbent carriers due to their last mile network connections is a legacy of benefits granted to them from their monopoly days in the past.  While I am a fan of letting market forces prevail, there is also a need to fix the legacy of past government interventions in that market.
