Why doesn't the Government and the U of S partner with universities in the Philippines

If there is an upcoming crisis in the supply of labour in Saskatchewan for nurses, why doesn’t the Government and the U of S partner with universities in the Philippines to upgrade and accredit their programs to Saskatchewan standards?  This could be a win-wind because the Government of the Philippines will pay for their education and training and Saskatchewan gets to hire the graduates.  At the same time, the Philippines benefits from having a first class education and training system to benefit their own population.

Maybe increasing pay is not the only option.
