I would like to start a contest and receive nominations for the worst public policy idea anyone has heard of this century (I say this century to make it somewhat palatable since the 20th century is so full of bad ideas).

In any case, regardless of whether the contest flies, I would like to nominate the one proposal to have the UN regulate the Internet.  It is without reservation the worst idea I have heard so far, ranking much higher than a Canadian national energy strategy.
