I have one comment on the paper. When reading it, one should keep in mind that the market power enjoyed by incumbent carriers due to their last mile network connections is a legacy of benefits granted to them from their monopoly days in the past. While I am a fan of letting market forces prevail, there is also a need to fix the legacy of past government interventions in that market.
