Gerald Flood took a road trip and his commentary is worth a read for people voting in the Manitoba election.

As far as my opinion, I believe the northern dams and export transmission lines should be spun off into a separate company which could be publicly owned.  One that structural separation has occurred, explicitly state that neither the government nor Manitoba Hydro rate payers will be on the hook for the debt that the new company incurs.  Once that is done, let the new co go ahead and attempt to finance the big dollar construction projects with them being subject to the discipline of the genuinely private sector financing that they will have to raise.

In the bigger picture, I do not understand that if Bi-Pole III has to be routed to the west, it does not go through Saskatchewan and be used to export power to that market as well.
