IC also released a document called,

“Proposed Revisions to the Frameworks for Mandatory Roaming and Antenna Tower and Site Sharing”

So far, one of the new entrants from the previous round, Mobilicity, has come out in favour of the new rules and the other has claimed that it doesn’t provide enough capacity for new entrants to build out their networks.

Please note also that there are no rural set asides as such.  For the 2500 band, however, the use of Tier 3 and Tier 4 (smaller geographic territories) zones combined with the spectrum caps are expected to provide opportunities for participant who are interested only in smaller centres and rural areas.  This has been corrected in caps in yesterdays posting.
