I will leave it up to the reader to judge the merits of this commentary suggesting a pipeline to eastern Canada for oil is desirable in a National Energy Strategy.
The one thing I will assert is that all alternatives should be discussed in Canada at a time when our ability to reach markets in Texas are placed in question. To me, the worst outcome would be no new pipelines resulting in stranded production in Western Canada.
The one risk I will acknowledge is if oil moves to eastern Canada, a future political movement at the federal level could force it to be sold below world prices. That was the absolutely unacceptable part of the NEP and it should never be repeated again.
