Why is Bell doing this? Apparently it isn’t about fairness, congestion or heavy users. In response to a question on the issue, Cope states:
“as we see a growth in video usage on the internet, making sure we’re monetizing that for our shareholders through the bandwidth usage charges”
What Bell does with their own network and how they treat their own customers should be up to them as long as there is some discipline presented by competitive alternatives. If they want to de-market the early adopted market segment of demand, that should be their right.
Where their rights and authorities should leave off is using their power in the wholesale market to dictate the retail policies of third, independent ISP’s or providers of long distance calling services.
