The Winnipeg Free Press ran an article about accident statistics involving hazardous cargoes.

If you look at the statistics, 99.9% of the accidents involved a cause other than an impaired driver.  Within that context, why is the story written as a call for drug and alcohol testing for drivers?  Can anyone explain how mandatory drug and alcohol testing of drivers would help to avoid a repeat of the other 19,980 incidents?
