Newt wants to have a new colony established in the moon so it can be part of the USA.
I have to award him the prize for thinking the largest. But before colonizing the moon, maybe he could figure out how to make the USA independent from energy dictatorships and providing good schooling to it citizens.
Newt is a great debater, but some of his ideas really suck.
Here is one grand challenge that he could take on. Ensure that every resident in the USA has access to a 1 Gigabit per second broadband connection by 2020. That is an achievable goal and one that might actually produce positive economic returns on investment.
