The rules applying to the next auction of spectrum will be an important indicator of how committed the government is to stimulating competition in telecom sector.  Perhaps more important, they also need to define rules to how the spectrum can be re-sold down the road and any rules that need to be put in place to limit undue concentration of ownership of that finite resource.
